It is a delicious, savory, budget-friendly, hearty dinner that is often served with mashed potatoes and peas and carrots.

What Is Salisbury Steak?
Salisbury steak is not steak at all. It is a well-seasoned ground beef patty traditionally cooked on the stove top in a skillet with onion and/or mushroom gravy.
It is different than a hamburger because while a hamburger is served between 2 buns like a sandwich, Salisbury steak is typically served with a delicious savory onion and mushroom gravy on top of mashed potatoes.
Why Cook Salisbury Steak In A Pressure Cooker?
Like many other Instant Pot Recipes, like Instant Pot Beef Stew, Instant Pot Beef Tips and Gravy, and Instant Pot Mississippi Pot Roast, everything can be done in the Instant Pot, and you only have one pot to wash instead of multiple pots and pans. You can brown the Salisbury steak patties, sauté the onions and mushrooms, and make the gravy in the same pot.
In addition, pressure cooking makes the Salisbury steak patties tender and juicy, and flavorful. Why Make This Instant Pot Salisbury Steak Recipe?
I love this particular Instant Pot Salisbury steak recipe because it is super flavorful, budget-friendly, and takes advantage of the ease of use of the Instant Pot.
With lots of seasonings in the Salisbury steak patties and the onion and mushroom gravy, this recipe is bursting with flavor. With Worcestershire, seasonings, ketchup, and dried mustard actually in each Salisbury steak patty, it doubles the flavor.
Then the gravy has both onions and mushrooms. Most gravies are either one or the other. This one has mushrooms, onions, garlic, beef broth, and if you like, red wine or sherry. It is so good that you will need to serve this dish with mashed potatoes because the gravy is just so darn good.
What Do I Need To Make Instant Pot Salisbury Steak?
Ingredients

Salisbury Steak
- Ground Beef. This recipe starts with a pound of lean ground beef. However, if you want to kick up the flavor a notch, use a mixture of half ground beef and half ground pork sausage for a delicious change of pace.
- Egg. Add an egg to held bind all the ingredients together in the beef patty.
- Bread Crumbs. I like to use seasoned bread crumbs, such as Italian Bread Crumbs, to add to the layers of flavor in this recipe. However, if all you have is regular bread crumbs, by all means, use those.
- Worcestershire. If you have a beef recipe, Worcestershire makes everything better. There is no substitute.
- Dried Chopped Onions. This adds great onion flavor to the Salisbury steak patties.
- Onion Powder. You can’t have enough onion flavor.
- Garlic Powder. This adds to the symphony of flavors in this dish.
- Dried Mustard. This adds bold flavor and combines well with the Worcestershire sauce and ketchup.
- Ketchup. This adds great texture and tomato flavor.
- Salt and Pepper. Everything is better with salt and pepper.
- Oil. A little olive oil is needed to saute the patties in the Instant Pot.
Onion And Mushroom Gravy
- Butter – If you don’t have real butter then I recommend using oil.
- Mushrooms – You can use white mushrooms or crimini mushrooms, which are brown mushrooms.
- Onions – I sliced up a white onion, but you could also use a sweet, yellow, or Vidalia onion.
- Minced Garlic – I used about 2 tablespoons of minced garlic because I love garlic. However, you may only want to use 1 teaspoon of minced garlic or about 2 – 3 cloves of garlic.
- Beef Broth – I recommend using a low-sodium beef broth or stock so the gravy does not turn out too salty. You could also use water with a beef bouillon cube or with Better Than Bouillon (Amazon affiliate link).
- Red Wine or Sherry (Optional) – This gives the gravy more depth of flavor. However, if you don’t want to use either wine or sherry, then use an equal amount of beef broth instead.
- Ketchup – Just regular Ketchup. I like to use a version without high fructose syrup, but use what you have on hand.
- Mustard – I used a spicy brown mustard, but you could use a Dijon mustard, or regular mustard.
- Worcestershire – The one and only goes perfectly with any beef dish. There really is no good substitute for it.
- Italian Seasoning -This is a dried herb seasoning mix (Amazon affiliate link) (not the Italian Dressing seasoning mix).
- Salt and Pepper – Add salt and pepper to your taste. I like lots of pepper and little salt. However, the amount of salt will depend on the amount of salt in other ingredients, such as in the beef broth or Worcestershire.
- Cornstarch & Water – This is used as a thickener for the gravy. It is added only after pressure cooking has finished.
- Hot Sauce – This is optional, and only if you would like to add a little spicy heat. My husband added this after pressure cooking.

Directions
- Make the Salisbury Steak Patties. In a large bowl, mix together the ingredients for the Salisbury steak patties.
- Brown the Salisbury steak patties. Press the SAUTE button to enable the SAUTE feature and select high. Wait until the display says “Hot” and then add about a tablespoon of oil. Then carefully, lay the ground beef patties flat on the bottom of the inner liner pot of the Instant Pot. (NOTE: You may have to do this in batches.) Cook the ground beef patties on one side for about 3 minutes and then turn and brown the Salisbury steak patties on the other side for another 3 minutes. Then remove the patties to a plate and cover with foil.
- Sauté the Mushrooms, Onions and Garlic. Add 2 tablespoons butter and let it melt. Stir in the mushrooms and cook for about 2 minutes. Then add the onions and cook for another 3 minutes or so. Then add the minced garlic and cook for about 1 minute.
- Deglaze the Pan. Pour in 1/2 cup of red wine or sherry (or beef broth if not using wine or sherry) and scrape all the bits of food off the bottom of the pan. (NOTE: This is important as it prevents food from burning on the bottom of the pot and helps to prevent receiving the Instant Pot “Burn” message.)
- Add the Liquid and Seasonings. Add the rest of the beef broth (if you used some for deglazing) and then add the ketchup, mustard, Worcestershire, Italian Seasoning, and salt and pepper.
- Add the Salisbury steak patties back in. Place the Salisbury steak patties back in the pot and cover with liquid as much as possible.
- Pressure Cook 7 Minutes High Pressure. Press CANCEL to cancel to sauté function, and then press the MANUAL or PRESSURE COOK button (depending on your model) and select High Pressure, and adjust + or – buttons to set the pressure cook time to 7 minutes. Close the lid and move the pressure release valve to the SEALING position.
- Natural Release 10 Minutes. After the Instant Pot has finished pressure cooking, let it release pressure naturally for 10 minutes. (This means that you do NOTHING for 10 minutes.) Then after it has released pressure for 10 minutes, move the pressure release valve to the VENTING position to release the remaining pressure. After it has finished releasing pressure and the pin has dropped, then carefully open the lid and remove the Salisbury Steak patties and place on a plate.
- Make The Onion And Mushroom Gravy. Press CANCEL and then press SAUTE and set to High to heat and thicken the gravy. Add the hot sauce, if desired.
- Make The Cornstarch Slurry. To thicken the gravy more, make a cornstarch slurry. In a small bowl mix together 2 tablespoons each of cornstarch and water. Stir together until the cornstarch dissolves. Then add the cornstarch mixture into the Instant Pot and stir until it blends in. Let it cook on sauté mode for about 3 to 5 minutes until it thickens. Then press CANCEL, and serve the onion and mushroom gravy over the Salisbury steak Patties.

Salisbury Steak

I was just wondering if you could use cubed steak in place of the ground beef?

Hi,
I have not tried it with cube steak, but it should work with some adjustments. For example, if you replace the ground beef with cube steak, then you would eliminate the egg and breadcrumbs from the recipe. If you like, you could also skip the browning process, (step 2 in the instructions). (Cube steak cooks very quickly and by browning it, it would be easy to overcook.) Then you can follow the rest of the instructions.
